Scientifically based research

What is meant by scientifically based research in the Elementary and Secondary Education Act? How can I determine if a program meets these criteria?

The Elementary and Secondary Education Act of 1975, which was reauthorized as the No Child Left Behind Act in 2001 defines scientifically based research as: "research that involves the application of rigorous, systematic, and objective procedures to obtain reliable and valid knowledge relevant to education activities and programs."

The Department of Education provides support for those programs which have shown to have a rigorous component of scientific based research. However, the Department does not maintain a list of programs that are scientifically based, nor does it endorse specific programs. The Department does, however, provide resources that can help:
